TROOPS TO QUIT IRAQ IN TIME FOR POLL

Brown says violence is at turning point

Sunday July 20,2008

By Jason Groves

GORDON Brown has drawn up a secret timetable to pull British troops out of Iraq before the next general election.

The move is seen as a vital step in easing the strain on the Army, which is struggling to maintain a high-level presence in Iraq while fighting an increasingly bitter battle against the Taliban in Afghanistan.

Labour hopes the withdrawal will also give its political fortunes a much-needed boost in the run-up to the election expected in the spring of 2010.

Mr Brown will lay out a roadmap for British withdrawal in a statement to MPs on Tuesday. He also hinted at the prospect of a timetable for withdrawal when addressing troops in Basra yesterday.

He told them: ìYou are now working to train the Iraqi army up so that they can take over the responsibility, so that we can complete our work here in bringing Basra to democracy, security and prosperity.î

Mr Brown told troops that Britain was very proud of the ìgreat serviceî they are performing for the country.

He added: ìI do not think we thank you enough. You are the most professional army in the world. The most important thing we have is your courage, your professionalism, your bravery.î

The Prime Minister faces mounting calls from within his party to draw down the remaining 4,100 troops in Basra and bring the soldiers home.

A series of amendments has been tabled for next weekís National Policy Forum demanding immediate troop withdrawal. But a report to be published by the Commons defence select committee also next week will urge ministers not to bow to political pressure and ìcut and runî from Iraq.

Speaking during a visit to British troops in Baghdad yesterday morning, the Prime Minister insisted he would not publish an ìartificialî timetable for withdrawal.

But privately ministers and officials are becoming increasingly bullish about the prospects for the withdrawal of the bulk of Britainís remaining 4,100 troops in Iraq ñ probably around the end of next year or early 2010.

Downing Street sources insist they are relaxed about Barack Obamaís controversial plan to withdraw American troops from Iraq by June 2010 if he wins the US elections in November this year.

Yesterday Obama was in Afghanistan, where he met the commander of US troops in the east of the country.†

A senior source said Mr Brown was ìworking to the same endî as the Democratic candidate, who will hold talks with the Prime Minister during a visit to London this week.

Although a final decision on withdrawal will depend on conditions on the ground, the source hinted that the Government hopes to pull out the bulk of British troops ahead of the Obama timetable.

He added: ìThe Americans are in a different position to us. We are already in Overwatch mode, concentrating on training Iraqi forces, and we have seen excellent progress in the south in recent months.î

The Prime Minister will lay out four key milestones that have to be achieved before withdrawal is possible, and Downing Street and the Army believe they are all on course.

The objectives are the training of local army and police; local elections being held; economic and social development in the Basra area; and the transfer of Basra airport to civilian use. ìThese are the building blocks for the future. It is absolutely essential that we complete these tasks,î Mr Brown said.

ìI am not setting an artificial timetable, but what I can say is there has been significant progress in all these areas.î

The Prime Minister said there had been a ìturning pointî in the violence in recent months, with the number of incidents reducing dramatically since he was last in the country. ìIn a period of six months enormous progress has been made,î he said.

Mr Brown spent just under an hour at Nouri al-Malikiís offices, speaking to the Iraqi Prime Minister and later President Jalal Talabani before being joined by advisers.†

Mr Brown said he had agreed to hold further talks with Mr Maliki in the autumn.

The head of Britainís armed forces, Chief of Defence Staff Air Chief Marshal Sir Jock Stirrup, this week said he expected a ìsubstantial change in our mission in Iraqî early in 2009 and was ìconfidentî of a reduction in the UK commitment over the course of next year.

Plans to reduce the British contingent to about 2,500 by spring had to be postponed earlier this year because of an increase in fighting around Basra.

The Prime Minister was last night due in Jerusalem to hold talks on the Middle East peace process.

NO MATTER HYPOTHISIS

20.07.08, 4:50pm

Everyone thinks this government is a shambles and the next one will be much better.

Lets assume that both of those are wrong. That this government is doing what it set out to do and doing t rather well. Ie destroying the country.

So if the next government will be worse then can we assume that the Conservitives will continue to destroy the country or should we assume that Labour will get in again?

I expect a large rollout of electronic voting machines ready for the next election if Labour plan on winning. However they seem hell bent on loosing, I expect they will just hand over to the Tories.

DISGUSTING GUTLESS CONNIVING COWARD

20.07.08, 4:45pm

WHY is Brown still in power? Are all the Labour MPs like him? Have they no regard for this country and its people? Are they satisfied to see the country dying socially, financial ruin, overrun by gangsters and terrorists, illegal immigrants being given handouts and preferential treatment over citizens, Brussels dictating our laws and policies?
I have to deduce that the entire Labur party IS indeed in on the plot with Brown. Truly horrific.

And the Archbishop of Canterbury hammers a further nail in the coffin of Great Britain with his asinine effete pronouncements, ditherings, and endorsement of Islam. Is Rowan Williams really the leader of the Anglican church? Or is he, as I believe, a misguided Druid, full of academia and totally at sea in the real world.

I pray daily that Williams will either be forced out of office, resign, or be illuminated by God. Ditto re Brown. Amen.

DON'T HOLD YOU BREATH..

20.07.08, 1:32pm

don't forget people, what Gordy says one week,Gordy says the opposite the next, i wonder if his wife believed him when he said ' i do' on there wedding day. does he really think the electorate will reinstate him and his treacherous confederates if he does pull our troops out of Iraq (so he can send them to Afghanistan) he's more stupid than he appears, the British public have ten years of pay-back to make up for, the only sad thing is that the public cant strip them all of the pensions and other freebies that they've stolen over the years.
