1 in 1,000 CCTVs cut crime

Solving crime? These cameras should be preventing it. A better crime prevention method is to have REAL police patrolling the streets on foot. When they become known and trusted by local people then crime prevention and detection will shoot up. Naturally this needs to be coupled with effective punishments such as chaining young thugs to lamp posts over the weekends.
