Council tax to go up as we all pay more but get less

Call me a cynic if you like but could this early warning be an Orchestrated Government Hype ??

Get people agitated now about a 3 % Council Tax Rise for 2010 and then Next Year (which will be just before the General Elaction) Gordon theoretically pulls something "out of the bag" to force them into a much lower percentage rise".

Could Mandelson be behind this ?????
