Get the restrictions off, yes, let civvies (highly vetted) do the paperwork, and sling out the PC garbage which only inhibits.Who knows, the whole scene may go back to the 70's in essence, when the cops took on the villians on their own terms, and banged up a hell of a lot more than today, pro-rata, and the judiciary co-operated up to the hilt.
