councils and Garbage Gestapo will LOVE this!

With only minor edition, current regulations can be carried over to the new bins.

"Wrong type of" (to borrow a phrase from the railways) contents? Fine everyone on the street.

Lid not completely closed? Fine everyone on the street.

Litter/bags about the bin? Fine everyone on the street.

Putting household rubbish in another street's bin because your own is filled? Fine everyone in BOTH street just for good measure. How would they find out? An army of otherwise unemployeed to sort through everything looking for names, addresses - or perhaps sending out for DNA matches. Good gawd, but Formerly Great Britain is going downhill fast.

The residents would need to have volunteer Block Wardens to mind the bins. Wot? Acting as a Warden without a council permit? Fine everyone on the street.

Here's a suggestion. When the mega bins are first installed, pack 'em full of the council rubbish and the Garbage Gestapo agents and have THEM trucked away to the tip.

One can only imagine how to apply Elfen Safety's "two fingers" rule to the mega bins.
