symbols and totem poles

Strange and weird ,and costing us a fortune. These things are popping up all over the country. In our city we have totem poles and the latest, a big silver bird, appeared without warning. Are the councils practicing black magic ?
In any case, they are misappropriating taxpayers money and should be jailed. It is theft by any other name...
