The Cane not jail

Our prisons are already full. A good caning on the buttocks should do the trick. I bet they won't be out causing mayhem the following Saturday night. It used to work in the Isle of Man and it still works in Singapore. I suggest that we give it a try. This is the short sharp shock that might just work.
