In slight defence of the dustmen..

The punter only has to lift one bin every week, or fortnight. The dustmen are constantly lifting the bins during their working day.

Constant manual handling of heavy items will over several years create spinal and knee problems. Then again, our bodies were made to be active. The council have appeared to address the problem by fixing wheels on the bin so they only have to be pushed or pulled and the lifting into the dustcart is done by machine.

I agree that you do not want robot council officials stating "Ooh, we can't accept that bin because the lid is open by a fraction of an inch", but sometimes the punters themselves are to blame. I knew of a bloke whose metal dustbin corroded ot the bottom, so he lined it with concrete and was most upset when the dustmen refused to lift it and told him in no uncertain terms to buy a new one.
