Why is the UK buying it's OWN OIL on the world markets!

Surely ring-fencing north-sea-oil for the UK and fixing the price at a low level is the first, easy step.

Why on earth are we having to bid for our own oil on the world market??? Were going to end up buying it anyway, bidding on the world market just lines the pockets of the speculators.
