Questions of Fairness

I have to ask questions about this PC's PC,

One...How does a flag laying over the parcel shelf obstructs ones view of the road behind?

Two...If the driver had been,say an Indian/Pakistani with his National Flag on the parcel shelf would the PC had said "Remove it!" or would been afraid of being accused of Racial Discrimination?

Three...Has the Driver got a case of Positive Discrimination against the Police?

This is PC gone mad and down the same road of 'Elf An Safety'....bring back common sense and adventure!
