Emperor ming has it about right. Why would any police officer 'volunteer' to be a firearms officer? To do so would be to risk you're liberty and you're livelihood ! Better to stick with fixed penalty policing which involves no preparation of court papers, no tricky arrests and a generally compliant usually conviction free member of the public! To do anything else would be more than their pensions were worth!
